What Is CISCO-QOS-PIB-MIB?
CISCO-QOS-PIB-MIB defines Cisco's Quality of Service Policy Information Base (PIB), a policy-provisioning MIB used with the COPS-PR (Common Open Policy Service for Policy Provisioning) protocol to distribute QoS policy from a Policy Decision Point (PDP) to Policy Enforcement Points (PEPs, i.e., network devices) in Cisco's now-largely-legacy policy-based QoS provisioning architecture. Engineers searching for cisco-qos-pib-mib documentation today are most often troubleshooting a legacy COPS-PR deployment rather than architecting new QoS provisioning, since this policy-based approach has largely been superseded. It exposes configuration/state data about the device's PIB incarnation (a versioned policy download), its time-to-live, and device-level attributes and PDP relationships rather than raw QoS traffic counters. Its monitoring relevance is chiefly around control-plane/software health: qosDevicePibIncarnation and qosDevicePibTtl reveal whether the device's currently-applied QoS policy is fresh or stale, and qosDevicePrimaryPdp/qosDeviceSecondaryPdp expose which policy server the device is currently using, letting an operator detect a PDP failover or a device that has lost contact with its policy server. It depends on the IETF COPS-PR framework (RFC 3084) for the underlying policy-provisioning protocol that this Cisco-specific PIB rides on. It was deployed in service-provider and enterprise networks using Cisco's COPS-PR-based centralized QoS policy provisioning, a technology largely superseded by more modern QoS/MPLS-TE provisioning approaches.

Monitoring Examples
An operator would poll qosDevicePibIncarnationTable/qosDevicePibIncarnationEntry, checking qosDevicePibIncarnation and qosDevicePibTtl to confirm the device's QoS policy download is current and hasn't exceeded its time-to-live, which would indicate the device is running on a stale policy. Checking qosDevicePrimaryPdp against qosDeviceSecondaryPdp reveals whether the device has failed over to its backup Policy Decision Point, a sign that the primary PDP server may be down. qosDeviceAttributeTable/qosDeviceAttributeEntry entries let an admin inspect the specific device attributes being provisioned under the current PIB, useful when troubleshooting why a QoS policy isn't behaving as expected on a given router.
