This object stores a filter ID (TIPFilterID) that controls which packets the router accepts on an ingress interface based on IP criteria (source/destination address, protocol, etc.). A zero value means no filter is applied and all packets pass through. An operator would assign a filter ID here when implementing access control: blocking all traffic from a specific subnet on a public-facing interface, or allowing only BGP and SSH while dropping everything else.
