This OID controls whether a Quality of Service (QoS) inbound queue row for a customer service exists, is being created, or should be deleted from the system. Its status tells you whether the QoS configuration is active and applies to incoming traffic on that service. An operator would modify this to enable or disable traffic quality guarantees for a specific customer without removing the entire configuration.
