This object controls whether the Committed Information Rate (CIR) for a scheduler or queue is derived from its own configured value or from the summed CIR of its child schedulers. When set to 'true', the system uses the sum of child CIR values, which overrides and invalidates the individual scheduler's CIR setting. An operator would configure this when implementing hierarchical QoS policies to automatically size parent queue rates based on their subordinate queues.
