Description:
The value of svcTlsGroupTblLastChanged indicates the sysUpTime at the time of the last modification of svcTlsGroupTable.

What is svcTlsGroupTblLastChanged?
This OID records the system uptime when a service group configuration table was last modified, or zero if unchanged since restart. It timestamps configuration changes. Network operators use this to verify when configuration was last altered or whether changes persisted after restart.
