An 'inconsistentValue' error is also returned when the value of svcTlsGroupEnd is set to non-default value and svcTlsGroupStart is set to the default value.
What is svcTlsGroupStart?
This defines the starting service ID number for a range of services that share the same Tunnel Less Service settings. It pairs with an end value to define a service ID range. A provisioning system would set this when creating a group of services that need identical transport configuration.
