Description:

An 'inconsistentValue' error is returned if svcPwRtSpeAddrGlobalId is set to default when svcPwRtSpeAddrPrefix is set to non-default value or svcPwRtSpeAddrGlobalId is set to non-default when svcPwRtSpeAddrPrefix is set to default value.
