This object sets the administratively configured Committed Information Rate (CIR) in kilobits-per-second for an ingress queue on a SAP (Service Access Point). CIR guarantees the minimum bandwidth each queue receives during congestion; traffic below CIR is always transmitted, while traffic above CIR may be dropped or marked. Service providers use this to implement SLA-based traffic policing and to allocate bandwidth fairly among customer queues.
