What is sapBaseStatsIngressPchipOfferedUncoloredPackets?

This counter tracks packets that have not been assigned a specific quality-of-service (QoS) color or priority level as determined by the Service Access Point (SAP) ingress QoS policy on a Nokia/Alcatel router. The Pchip (packet chip) processes incoming packets and offers them to the Qchip (queuing chip) for further handling, and this metric specifically counts those that were not colored. Network operators monitor this to understand traffic that falls outside configured QoS policies and may need attention or policy adjustment.
