What is tmnxAncpPlcyIngRateAdjustment?
Read-create Unsigned32 (1-200) percentage multiplier applied to the DSLAM-reported ingress rate when the DSLAM's encapsulation differs from the 7xxx's; the node computes the adjusted scheduler rate as DSLAM_RATE * this_value/100 minus tmnxAncpPlcyIngRateReduction, so an admin uses it to correct for encapsulation overhead differences.
