When it has a value of 'true', LDP responds only when it gets a connect request from a peer and will not attempt to actively connect to its neighbors. When it has a value of 'false', LDP actively tries to connect to its peers.

What is vRtrLdpIfPassiveMode?

Controls whether an LDP targeted peer operates in passive mode, meaning it only accepts incoming connection requests from peers rather than initiating sessions itself. When true, the router waits for the remote peer to establish the LDP TCP session.
