Description:
The value of tSapIngressFCDE1OutOfProfile specifies whether frames with DE value of '1' are to be treated as out-of-profile (as if tSapIngressFCProfile was set to 'out').
When tSapIngressFCDE1OutOfProfile is set to 'true', frames with DE value of '1' are autmatically classified as out-of-profile.
Frames with DE value of '0' will continue to be policed based on the value of tSapIngressQueueAdminCIR. That is, if the dynamic rate of ingress queue is within CIR, frames with DE=0 will be treated as in-profile (as if tSapIngressFCProfile was set to 'in') otherwise these frames are treated as out-of-profile.
When tSapIngressFCDE1OutOfProfile is set to 'true', it supercedes action specified by the value of tSapIngressFCProfile.
