Sets the count (-1 to disable, or 1-864000) of availability indicators evaluated as Unavailable at which SROS raises a loss TCA for the indicated test type/direction/aggregation, using the same immediate-trigger, raise/clear-pairing model as tmnxOamPmCfgThrLossChliRaise. Admins use this to alert when a service crosses from marginal into confirmed unavailability rather than just isolated high-loss bursts.
