What is tmnxMcacServOperValuesInTransit?

Flags whether this SAP/SDP's operational bandwidth values (available/in-use, mandatory/optional) are still being recalculated after a change; it clears to false once the CAC policy finishes reapplying for the next channel join and the values have settled.
