Description: The value of vRtrGmplsGenGrHlprMaxRstrtTm specifies the maximum time in seconds a graceful helper will wait for session restart after it has determined that the neighbor is down. This value is compared with the neighbor's advertised restart time and the minimum of the two is used. This is used to cap the restart time advertised by the neighbor.

Sets, in seconds (default 180), the maximum time a graceful-restart helper will wait for a neighbor to restart after it's detected as down; capped against the neighbor's own advertised restart time. Complements vRtrGmplsGenGrHlprMaxRcvryTm as the earlier phase (restart) versus the later phase (recovery) of graceful restart.
