What is rcStatSmltIstDownCnt?

This counter measures how many times the Inter-Switch Link (ISL) session between two peering switches has gone down since the system last booted. An operator monitors this to assess the stability and reliability of multi-switch stack connections. High values indicate intermittent link problems that could cause traffic disruption or redundancy issues.
