This read-write Integer32 sets the duration of the SAT Performance Test, expressed in minutes, per its description. An administrator sizes this to balance getting a statistically meaningful performance measurement against how long the customer's service must remain in a test (rather than live) state during activation. For example, an operator doing a final acceptance test before handing a circuit to the customer might set satControlPerfTestDuration to 15 minutes to get a solid performance snapshot without unduly delaying turnup.
