An administrator enables this when the test traffic needs a specific tag that differs from what the MEP would normally apply, for example to test a specific VLAN's SLA in isolation. For example, an operator validating a customer's tagged sub-service would set satControlFlpduTagOverride to enabled and then specify the exact VLAN tag needed rather than relying on the MEP's inherited tagging.
