What is f3EsaProbeStatsSoamPmExtP2rUnavailableTime?
This read-only PerfCounter64 counts probe-to-reflector unavailable delta_ts, which per its description begins incrementing once FLR exceeds the availability threshold for 'n' consecutive delta_ts and continues until FLR drops back to or below that threshold for 'n' consecutive delta_ts. An administrator watches this as the direct measure of SLA-violating downtime in the outbound direction during the current interval. For example, a nonzero f3EsaProbeStatsSoamPmExtP2rUnavailableTime during a billing period would be the figure an operator cites when a customer disputes an SLA credit claim.
