This is the f3-platform line-card counterpart to esaProbeCOSConfigSoamPmExtAvailFlrThreshold: a read-write Unsigned32, ranging 0 to 100000, that sets the frame loss ratio threshold (m%) used to judge availability for SOAM PM extension statistics on f3-series cards. An administrator on that card family tunes this the same way as on the standard Esa objects, defining how much loss is tolerable before an interval is judged unavailable. For example, an operator standardizing SLA thresholds across a mixed deployment would set f3EsaProbeCOSConfigSoamPmExtAvailFlrThreshold to match the loss threshold already used on the site's non-f3 cards.
