This read-only PerfCounter64 is the actual sample count for a bin, i.e. how many SLA measurements fell between that bin's lower and upper limits. An administrator reads this value across all bins to build the shape of the SLA performance distribution and spot whether most traffic is clustering in the good bins or piling up in the bad ones. For example, if esaProbeDistStatsBinNumSamples is unusually high for a bin near the top of the range, an operator would investigate the link for a recurring source of high delay or jitter.
