This read-only Integer32 reports the lower limit of the value range that this historical bin row covered at the time it was recorded. An administrator uses it to correctly interpret an archived esaProbeDistHistoryBinNumSamples count, since the bin boundaries in effect could differ if the configuration was changed between snapshots. For example, if a past snapshot's esaProbeDistHistoryBinLower for a given bin was 80 instead of today's 40, an operator knows the boundaries were reconfigured at some point and older data isn't directly comparable to newer bins.
