What is ecpaTestStreamOuterVlanId?
This read-write VlanId sets or reports the outer VLAN Id for this running test instance, valid only when ecpaTestStreamOuterVlanEnabled is enabled. It shows the actual VLAN ID this live test's frames are tagged with. For example, confirming ecpaTestStreamOuterVlanId matches the customer's provisioned VLAN validates the test is truly exercising that customer's service path.
