This read-only PerfCounter64 counts the total number of bits received since the BERT test started, per its description, serving as the denominator for computing an overall bit error rate. For example, dividing bertTestStreamMonRxBitErrsSinceStart by bertTestStreamMonRxBitsSinceStart at test completion gives the operator the actual measured error rate for the whole run.
