This read-write object sets the administrative (intended) state of the SCI port, i.e. whether the operator wants that port enabled or disabled. Admins use it to deliberately take an SCI port in or out of service, independent of whatever the port's actual operational condition reports. For example, before swapping the SCI cable, a technician would set this object to a disabled administrative state to prevent alarms during the maintenance window.
