This read-only TruthValue indicates whether at least one satellite currently has usable ephemeris and health data. Admins use it as a quick sanity check that the GPS receiver has any valid satellite data at all before trusting its PPS or ToD output. For example, if f3GPSReceiverPortSatellitesUsableFlag reads false, the admin knows the receiver's timing outputs are not yet trustworthy regardless of what other GPS fields show.
