This read-create AdminState controls the administrative state of a QoS Shaper instance attached to a flow point. An administrator sets this to enable or take out of service a specific traffic shaper without deleting its configured rate parameters. For example, an operator preparing to retune a shaper's CIR/EIR values might first set its admin state down to avoid transiently shaping traffic at an inconsistent rate.
