This read-write AdminState lets an administrator put a specific ACL rule into service or take it out of service (management state) without deleting its match criteria. An operator uses this to stage a rule's configuration first and only activate enforcement once all its match fields are correctly set. For example, an administrator building a new ACL rule to block a suspicious source address would leave admin state down until the source address fields are fully configured, then bring it up to start filtering.
