This read-create Unsigned32 sets the minimum queue-depth threshold at which Weighted Random Early Detection (WRED) begins probabilistically dropping green (in-profile, lowest-drop-priority) packets on a Quality-of-Service Shaper. Admins tune this to control congestion avoidance behavior, since green traffic should only start being dropped as a last resort, well after yellow traffic has already been thinned. For example, an admin protecting committed voice traffic (marked green) would set cmQosShaperWredGreenMinQueueThreshold close to the shaper's max queue depth so green packets are dropped only under near-total congestion.
