What is cmQosShaperV2ActualEIR?
This read-only Counter64 reports the actual Excess Information Rate currently enforced by a version-2 QoS shaper, as opposed to the value configured via the EIR objects. Administrators check it to confirm the real excess-traffic allowance matches expectations, since hardware granularity can cause small deviations from the configured value. For example, if a customer complains that bursts above their committed rate are being throttled harder than contracted, comparing this actual EIR to the configured EIR would help diagnose the discrepancy.
