It matters when an admin wants OAM/CFM frames to tolerate occasional bursts (for example during a burst of loss-measurement PDUs) without being dropped, separate from the customer data's own EIR. For example, if a maintenance test briefly increases CFM frame volume on a flow, a nonzero SOAM-EIR (with its high bits here) lets those extra OAM frames pass instead of being discarded alongside excess customer traffic.
