This read-only SecondaryState object reports finer-grained status detail for a QoS Shaper beyond its basic administrative state, such as whether it is in a fault or maintenance condition. Admins check it when a shaper's admin state is enabled but traffic still isn't behaving as expected, since the secondary state can reveal an underlying fault the admin state alone wouldn't show. For example, if customer traffic on an enabled shaper is being unexpectedly dropped, an admin would poll cmQosShaperSecondaryState to see whether the shaper has an active alarm condition suppressing its normal operation.
