Admins need to understand this indexing scheme to locate the correct shaper row when a multi-COS flow has duplicate A2N shapers, otherwise they risk adjusting the wrong COS's rate limit. For example, on a multi-COS flow riding a Split Horizon Group, tuning the shaper for COS 3 traffic toward Network Port 2 requires selecting index 11 (8 + COS 3) rather than index 3.
