What is cmQosPolicerProfileEIRLo?

This read-create Unsigned32 holds the lower 32 bits of the Excess Information Rate (EIR) on a QoS policer profile, the rate at which traffic above the CIR is still tolerated but marked lower priority. An administrator configures it to control how much burst-above-committed traffic a service is allowed before being dropped outright. For example, a business Ethernet service with a 50 Mbps CIR and a 20 Mbps EIR would have this object set to represent that 20 Mbps excess allowance.
