This read-create RowStatus object controls the lifecycle of a QoS Flow Policer table entry, supporting createAndGo(4) to instantiate a fully-specified row in one SNMP SET and destroy(6) to remove it, with an entry required to have all mandatory objects set correctly before it can go active. Admins use this to actually provision or tear down a policer instance, since simply setting individual CIR/EIR/etc. objects without properly managing row status wouldn't create a valid, active table entry. For example, provisioning a brand-new policer for a customer flow, an admin would set all the mandatory CIR/EIR/algorithm attributes together with cmQosFlowPolicerRowStatus set to createAndGo(4) in a single SNMP SET request.
