This read-write Integer32 assigns a rank value to a QoS Flow Policer, used to order or prioritize it relative to other policers. Admins use rank when multiple policers could apply to overlapping traffic and a deterministic precedence is needed to decide which one's decision governs. For example, when two policer rules could both match the same traffic, an admin would set cmQosFlowPolicerRank so the intended, more-specific policer takes precedence over a more general fallback rule.
