Admins monitor it to detect a flow-level outage that might not show up as a simple port-down condition, since a flow can fail independently of the underlying physical port. For example, if cmMPFlowOperationalState goes down while the physical port stays up, the admin suspects a flowpoint or forwarding-table misconfiguration rather than a cable problem.
