This read-write Integer32 sets the Class-of-Service value that a flow's weighted-fair-queuing (WFQ) group uses when arbitrating among competing flows on the same shaper. It matters operationally because WFQ groups only get their fair share of bandwidth relative to other groups if their COS tag is set correctly, so a misconfigured value can starve or over-favor a flow during congestion. For example, an admin grouping several voice flows together for priority scheduling would set cmFlowWfqGroupCOS to the COS value shared by that voice group so the WFQ scheduler weights them consistently against data-flow groups.
