An administrator sets this together with the Lo object only when provisioning a flow point's WFQ group with a very large excess-rate allowance, beyond roughly 4 Gbps. For example, a high-capacity flow point needing a multi-gigabit excess rate for its WFQ group would need both the Hi and Lo EIR objects configured to form the complete value.
