What is cmFlowPointMcastAndBcastRateLimitSpeedLo?

This read-write object holds the lower 32 bits of the combined multicast-and-broadcast rate-limit speed for this FlowPoint, and when the combined limiter is enabled with this set to 0, all multicast and broadcast frames on the flow are dropped. An administrator sets this to cap the aggregate flood-traffic rate on the flow, or zero it out to block that traffic entirely. For example, setting this combined rate to a modest value on a flow point sharing bandwidth with sensitive unicast traffic keeps flood traffic from eating into that unicast capacity.
