An administrator would disable this on a flow point that needs to remain configured but temporarily stop passing traffic, without deleting or fully administratively downing the flow point. For example, disabling frame forwarding on a flow point under investigation lets an operator preserve its configuration while immediately stopping it from passing any traffic.
