This objects only represents low 32 bits.

What is cmEthernetTrafficPortMcastRateLimitSpeedLo?

This object holds the low 32 bits of the multicast rate-limit ceiling applied to this Ethernet traffic port, and setting it to 0 while rate limiting is enabled drops all multicast frames on the port. Admins tune this value to throttle multicast traffic to a bandwidth budget that protects other services sharing the port. For example, to completely block multicast on a subscriber-facing port, the admin enables rate limiting and sets cmEthernetTrafficPortMcastRateLimitSpeedLo to 0.
