What is cmEthernetNetPortSilentStartControl?
This read-write TruthValue enables or disables 'silent start' behavior on an Ethernet Network Port. Admins use silent start to prevent a port from immediately becoming active and potentially disrupting a network the moment it powers up or is enabled, instead requiring an explicit action before it fully joins service. For example, when replacing a card in a live chassis, an admin might enable cmEthernetNetPortSilentStartControl so the newly inserted port doesn't start forwarding traffic automatically before its configuration is verified.
