This read-only CmOamAdminState object reports the administrative state of the EFM OAM sublayer on an Ethernet Network Port. Admins check it to confirm OAM is actually administratively up (as distinct from cmEthernetNetPortOamEnabled's simple toggle) before investigating why OAM discovery isn't completing. For example, if OAM peer discovery never happens on a port where cmEthernetNetPortOamEnabled is true, an admin would still verify cmEthernetNetPortOamAdminState to rule out an administrative-level block.
