Admins check this to confirm in real time whether a paired link failure is presently being propagated, distinguishing an active LLF condition from one that has already cleared. For example, if a customer reports their port is down, an admin would check cmEthernetNetPortLinkLossFwdActive on the network port to see whether it's currently signaling an upstream failure rather than a local fault.
