This now-deprecated read-write TruthValue was a port-level control to reset the DEI (Drop Eligibility Indicator) bit in the S-Tag when downstream equipment supports the S-Tag TPID but can't handle the DEI bit being set; on receive, the port honors the S-TAG DEI when enabled and ignores it otherwise. Admins dealing with older downstream equipment intolerant of the DEI bit would have needed this to avoid frames being unexpectedly rejected or mishandled by that equipment. For example, connecting to a legacy S-Tag-aware but DEI-intolerant downstream switch, an admin on a supporting platform would have disabled cmEthernetNetPortDeiEnable so the S-TAG DEI bit is stripped/ignored rather than confusing that downstream device.
