This read-write object represents the administrative state of an E-Line Flow, i.e., whether an operator intends the flow to be enabled (in service) or disabled (out of service). An administrator changes this state to take a specific circuit up or down for maintenance or provisioning purposes, independent of whatever the flow's actual operational condition might currently be. For example, setting the administrative state to down before performing planned maintenance on the underlying transport prevents the flow from being reported as unexpectedly failed.
