As with the flow-level equivalent, admins set this high (close to the max queue depth) to ensure committed traffic is dropped only as a last resort right at the access edge. For example, an admin protecting an access port's committed voice COS traffic (green) would set cmAccPortQosShaperWredGreenMinQueueThreshold near the shaper's maximum depth so it's dropped only under near-total congestion on that port.
