Admins configure this to let a specific COS on the access port burst above its committed rate when the access port itself has spare capacity, before that traffic reaches any further downstream shaper. For example, allowing an access port's data COS queue to burst an extra 8 Mbps above its committed rate during idle periods, an admin would set cmAccPortQosShaperEIRLo to represent that 8 Mbps excess allowance.
