What is cmAccPortExtMcastRateLimitSpeedHi?

This object holds the high 32 bits of the multicast rate-limit ceiling for this access port, combined with a corresponding low-bits value to express the full rate. Admins set it together with the low-order field when the desired multicast cap on this access-facing port exceeds what a single 32-bit value can represent. For example, capping multicast at several gigabits per second on a high-bandwidth access port requires setting cmAccPortExtMcastRateLimitSpeedHi along with its low-bits counterpart.
